On January 15, 1992 after several months of discussions, the Empire Hook & Ladder Fire Company and the Friendship Fire Company #5 agreed to combine their talents and resources to construct and operate a new fire station in Carlisle It was the intention of the companies to share the cost of construction, operating, and maintaining a new fire station while continuing to maintain their individual fire company identities.
To aid in this effort the Empire Friendship Firefighter's Association was formed in January 1994, and incorporated into a nonprofit corporation.
